Independent investigatory power, including the power to subpoena, is an essential component of fairness, due process, and impartiality. An exhaustive list of cities, including New York, Los Angeles, Chicago, Philadelphia, Dallas, Indianapolis, and Memphis, have all recognized this fact and afford their review boards subpoena power.
Charlotte’s own Civil Service Board (CSB), composed of ordinary citizens, also recognizes the value of subpoena power and affords its members the same. CRB Reform Now has chosen to adopt the language found in the Civil Service Board’s ordinance in drafting the Citizens Review Board’s new proposed ordinance. This new subpoena power will afford our Citizens Review Board the necessary tools it needs to carry out its duties in a fair, rational, and impartial fashion.
