CRB Report 2013
This report by the Charlotte School of Law is the result of a three year study. The report reviews the development of citizen oversight boards, different oversight processes, their strengths and weaknesses, and finally recommendations for the Charlotte Citzen Review Board. These recommendations are:
1. Lowering the pre-hearing standard from preponderance of the evidence to probable cause.
2. Shifting the focus of the standard of review from abuse of discretion to whether actual misconduct occurred.
3. Providing independent investigatory, subpoena, and audit powers to the Citizens Review Board.
4. Establishing stronger lines of communication and accessibility between the city and its residents.
